*Eyelash tattoo – You can think of it as an eyeliner tattoo. However, there were problems such as reusing needles and using ink instead of coloring due to indiscriminate procedures and difficulties in supplying products without an education system. And in Ulsan in 1987, the head of a beauty salon who had eyebrow tattoos was investigated for the first time without detention by a customer who complained of dermatitis through eyebrow tattoos.  And  , according to the court records in 1988, when the medical law was violated due to eyebrow tattoos, the defendant argued that “it is a new makeup method introduced overseas, not an eyebrow tattoo, and it is a cosmetic technique that can be performed even with a cosmetic license.” not accepted.

After that, in Korea, eyebrow tattoos and eyeliner were regarded as the realm of tattoos, and semi-permanent makeup was considered illegal because of the medical law. And, according to the records of the Supreme Court ruling in 1992, the defendant submitted data that “eyebrow tattooing is not considered a medical practice because it is a makeup technique that colors the epidermis and does not reach the dermis layer”, but “the process of injecting pigment into the epidermis” It can penetrate from the dermis to the dermis. 

* It is the 1990s when most of the related laws were implemented due to the appeal of side effects of eyebrow tattoos and eyeliner tattoos not only in Korea but also around the world. 
In 1995, Germany’s semi-permanent makeup law was enacted separately from tattoos, and German-style semi-permanent makeup became world famous. What is German semi-permanent makeup? It refers to the method that the company that manufactures semi-permanent makeup products conducts training. Previously, it was an American-style semi-permanent makeup, where products and education were separated into a company producing products, an academy in charge of technical education, and a state government in charge of hygiene education. Previously, American-style semi-permanent makeup was introduced through Hong Kong, but German-style semi-permanent makeup was introduced to Korea in 1997. I planned a German training center with a beauty group and went to a German training, and a German semi-permanent makeup academy was opened in the Gangnam Station area. (Reference – Hyang Academy, the starting point of KSH Academy) 

1999. A Taiwanese tattoo machine manufacturer was influenced by German semi-permanent makeup and launched a semi-permanent makeup brand. It was a company with a concept of not selling products to designers who did not complete the training, and the product and education were carried out at the same time. 
For those who have been wearing semi-permanent makeup for a long time, the welcome name is ‘IPM’. IPM was the first company to manufacture the needles we commonly call emboss. (Previously, the commonly called Sujichim was produced and distributed mainly in China.) Under the influence of IPM, a semi-permanent makeup education boom started in Korea. It’s year 2000. And in 2002, as semi-permanent makeup became fashionable mainly at Apgujeong-dong Plastic Surgery Clinic, semi-permanent makeup shops were created, and accordingly, wholesalers specialized in distributing semi-permanent makeup products were created. At that time, German-style semi-permanent makeup and American-style semi-permanent makeup technology and Asian (Taiwan, China) semi-permanent makeup were established as Korean-style semi-permanent makeup. In 2003, SBS News reported that it was semi-permanent makeup rather than tattoos, and since then all the media have referred to it as semi-permanent makeup, naturally (although they were not separated by law), tattoos and semi-permanent makeup were classified. Because of the Korean Semi-Permanent Makeup Association, which has been active since 2001, the unique name of semi-permanent make-up has been established in Korea, not for performance make-up / micro-pigmentation. Since 2003, you can easily access semi-permanent makeup shops. You can find a place that specializes in training.
